 Legal Empowerment and Social Accountability, with a focus on HIV/AIDS and Gender

IDLO seeks a Regional Expert to provide targeted technical support in the achievement of several Program outputs. She
/he will build upon existing local/national knowledge and skills across the multiple levels of capacities that community-based organizations need to develop, i.e. on legal, gender, health and rights frameworks relating to HIV/AIDS. The Regional Expert will also support IDLO in capturing lessons between the project countries (Tanzania and Uganda), maximize opportunities for sustainability, and scale up after the two-year Program.
Under the direct supervision of the Regional Program Coordinator, East Africa – HIV and Gender, and in close consultation and coordination with local implementing organizations, the Regional Expert will be responsible for one or more of the following activities:
 Assess the capacity of local community-based organizations and paralegals in the 4 targeted districts of Tanzania and Uganda.·
 Organize and actively participate in scoping missions in Tanzania and Uganda (to be held on the last quarter of 2016)·
 Conduct a needs assessment and identification of priority areas for· capacity development of local/village health committees in the 4 targeted districts in Tanzania and Uganda
 Design and support community meetings in 4 districts in Tanzania· and Uganda to assess delivery of HIV-related services, including Gender-Based Violence support systems, for AGYW (using "best fit" legal empowerment (LE) and social accountability (SA) models, e.g. community scorecards, social audits or participatory assessment approaches)
 Review of draft training materials for local health and justice service providers on (a) HIV-·
related services for AGYW, (b) LE/SA and (c) legal, gender and health frameworks to support HIV service provision and address GBV in the 4 targeted districts of Tanzania and Uganda.
 Develop training curricula and modules for local and national· service providers on (a) HIV-related services for AGYW, (b) LE/SA and (c) legal frameworks to support HIV service provision and address GBV in the 4 targeted districts of Tanzania and Uganda.
 Train partner NGOs on litigating cases relating to HIV service· delivery for AGYW (3-day course to be held in Uganda and Tanzania)
 Develop a litigators/lawyers guide/handbook for Tanzania and Uganda·
 Identify best fit LE/SA practices for AGYW for Tanzania and Uganda and potentials for scale up and replication·
 Lead the preparation of internal reports on the activities listed above·
