The Technical Director will provide technical and program oversight in the design and day-to-day management of an upcoming USAID project to increase access to high quality, comprehensive and integrated health services, especially for women and youth, with a focus on maternal, neonatal, child and reproductive health and nutrition. The project will operate over a five-year period.
Responsibilities include providing leadership and technical guidance at the regional/district level to:

·         Improve health-seeking practices and behaviors especially for youth
·         Engage civil society organizations to advocate for quality maternal, neonatal, child and reproductive health and nutrition services
·         Monitor program results and be responsible for the quality and accuracy of technical interventions and results
·         Ensure technical approaches are adapted and implemented to scale in project sites
The Technical Director will work to improve integrated health services under the leadership of the Chief of Party and in coordination with other project Advisors, utilizing and contributing to cross-cutting approaches, such as performance improvement, as well as, annual phasing in of activities This position will ensure the technical and methodological soundness of activities and, in collaboration with the project team and partners, support the design of service delivery strategies, based on sound and current scientific evidence. • Provide technical oversight, strategic direction and ensure appropriate support for the implementation of project activities in maternal, neonatal, child and reproductive health and nutrition services Identify appropriate facility- and community-based strategies to address demand generation and community mobilization bottlenecks that act as an impediment to effective service delivery of priority health services • Create partnerships with district, facility/community groups, and other regional implementing partners to promote a market-based approach to the provision of priority health services to clients. • Develop and coordinate community level communication campaigns that modify behavior and inform key stakeholders at the community • Provide expertise in gender issues, particularly how to design programs to reach men and youth • Refine evidence-based training materials, job aids, and curricula, supervisory systems and other training materials needed for implementation of project activities to meet the needs of USAID and the Government of Tanzania • Provide “train the trainer” sessions and information education communication sessions with community leaders and project-supported health facilities, as required by project activities • Coordinate assessments, site strengthening, follow-up and supervision, advocacy, demand creation, policy support, capacity-building and M&E across project sites as required by project activities • Lead the formulation of approaches for scale up of demand generation and community mobilization/engagement for accessing hard-to-reach populations and to integrate services • Actively participate in all Technical Advisory Group Meetings for maternal, neonatal, child, and reproductive health and nutrition, and represent Jhpiego in professional forums by participating and presenting in pertinent meetings and conferences, as well as technical working groups • Analyze potential community mobilization/engagement and facility services improvement strategies within the context of the project and explain these, as necessary, to policymakers, funding agencies, and/or project staff • Work with health care providers, local government, community members and project team members to identify service delivery issues that impede access to services • Identify demand generation and community mobilization/engagement training needs and assist in the design and implementation of measures to address those needs • Advocate with national, regional and community-level health institutions to raise awareness about their role in improving priority health services • Guide Ministry of Health, professional associations, other national stakeholders in the revision/development of evidenced-based standards for competency in maternal, neonatal, child and reproductive health and nutrition • Mobilize international level clinical/technical expertise to resolve clinical issues that shape or effect local public policy or project design • Collaborate with all local stakeholders and regional implementing partners, especially the Ministry of Health and other US and international implementing partners, in order to ensure that all activities conform to the requirements and regulations • Conduct regular reporting to the Chief of Party, and project and technical staff, of successes, challenges and lessons learned in implementation related to areas of technical expertise • Document and maintain an inventory of successful tools and approaches for quality service delivery • Author and co-author abstracts and presentations for journals and conference • Supervise technical community mobilization/engagement officers • Contribute to maintaining excellent relationships with USAID and in-country stakeholders and develop rapid responses to USAID/DC and Mission requests • Work closely with Chief of Party on setting project priorities for improving health services and community mobilization/engagement, and responding to requests for support from local counterparts. • Work with M&E staff to design, implement a plan to track data/results related to project areas • Provide technical leadership to the development of activities for the project strategic plan, work plan, and project monitoring, in close collaboration with the Ministry of Health, USAID and other stakeholders • Ensure timely implementation of all project inputs related including planning and implementing assessments, site strengthening, follow-up and supervision, advocacy, demand creation, policy support, capacity-building and M&E across project sites, in close coordination and collaboration with USAID, Ministry of Health • Assist in the preparation of donor reports and project reports • Ensure availability of resources/facilitate the procurement of equipment and supplies required for project implementation • Coordinate and monitor the efficiency and effectiveness of the work of short-term consultants as required

• A Master’s in public health, social sciences, international development or related field • At least 7 years’ experience with progressively increasing responsibility for designing, managing and implementing complex facility quality health service programming in developing countries involving multiple stakeholders and implementing partners; • Demonstrated hands-on experience in building community capacity to provide health services • Demonstrated supervisory experience of professional staff • 
At least 7 years’ experience in implementing $10M per year in donor-funded projects and in the design and implementation of overseas health projects; preferably in the East and Southern Africa; • Qualification as a “master trainer”; experience training health workers on aspects related to demand generation and community mobilization/engagement • At least 10 year’ experience and skills in at least two or more of the following technical areas: demand generation and community mobilization/engagement, strengthening service delivery projects for MNCH, FP, malaria, training, performance and quality improvement, monitoring and evaluation • The ability to liaise with senior MOH officials and dignitaries, executives of NGOs, FBOs, CBOs, the for-profit business community, and senior members of the donor community; • Demonstrated in-depth understanding of Tanzanian healthcare system, particularly the public health system, experience living and working in Tanzania preferred •
 Strong oral and written communication and presentations skills in English • Strong skills in word processing and Excel spread sheets • Familiarity with USAID or other USG administrative, management and reporting procedures and systems • Proven track record managing a project team composed of several technical experts and fostering team work • Ability to coach, mentor and develop technical capacity in national programs and technical staff in the areas • Ability to travel up to 50% time
