POSITION DESCRIPTION
POSITION TITLE: Chief of Party

PROGRAM SUMMARY:
Winrock is seeking Chief of Party candidates for an upcoming USAID-funded integrated water resource management (IWRM) program in Tanzania. Position is contingent upon receipt of donor funding.
ESSENTIAL RESPONSIBILITIES:
· Address water resource management issues at the local community, sub-basin, and river basin level.
· Provide supervision, support, and direction to long- and short-term staff with diverse expertise.
· Provide managerial and technical leadership to achieve an integrated vision among different components and actors. This includes cross-sectoral coordination and mediation.
· Administer the project's financial oversight and procedures, ensuring compliance with established Winrock accounting principles and USAID regulations.
· Manage subcontracts with local service providers, ensuring all deliverables are met.
· Monitor program indicators, evaluate program results and make recommendations for improvement in program implementation.
· Coordinate the preparation and submission of work plans and progress reports and achievement of program results to USAID.
· Liaise with Government of Tanzania officials at national and local levels, and with USAID and other donors.
· Establish contacts and interact directly and on a regular basis with partners, clients and stakeholders to ensure coordinated implementation of project activities and represent Winrock at key meetings.
· Participate in regular field visits to the project areas to ensure project progress towards activity objectives and goals.
· Coordinate and communicate on a regular basis with Winrock’s Home Office.
QUALIFICATIONS AND BACKGROUND:
Education: Advanced degree (PhD preferred) in natural resource management, environmental engineering, conservation, hydrology, watershed management, natural science, resource economics, governance, agriculture, or other relevant field.
Work Experience: Minimum 10 years’ experience managing complex international development programs required.
Technical and/or COP experience on USAID-funded water management, conservation, or environmental projects is strongly preferred.
Demonstrated experience working on development programs within the context of integrated water resource management, rural water supply, biodiversity, conservation and climate change mitigation.
Experience working to build institutional capacity of government counterparts at the national and/or local level.
Experience must demonstrate the ability to effectively manage a large team in environmental/community development context.
Technical and managerial experience in Tanzania or East Africa is required.
Skills: Technical understanding of integrated water resource management, WASH, climate change impacts and biodiversity conservation.
Energetic and dynamic approach to building partnerships and promoting innovative program initiatives.
Ability to diplomatically supervise staff and coordinate programs with partners from a broad range of backgrounds and experiences.
Must be comfortable in high-level representational role as well as interacting with beneficiaries.
Excellent management, communication, and organization skills are required.
Fluency in English is required. Expertise in local language is preferred.
