Proposal Objective: The upcoming proposed 5-year contract aims to provide continuous, on-the-ground, on-demand and systematic support to USAID/Tanzania on performance monitoring, data verification, environmental compliance, impact and performance evaluations, research and studies, organizational learning and knowledge management. The purpose of the MELP contract is to provide monitoring, evaluation and learning support services to improve development effectiveness through results achievement. The program is intended to strengthen systems, capacity and performance around evidence-based decision-making by USAID/Tanzania and its key stakeholders. It will do so through a focus on performance monitoring support; performance and impact evaluations; related assessments and research; related capacity strengthening for Mission and stakeholder staff in monitoring and evaluation, data analysis and use; and support for implementing a CLA approach among all involved parties.
Position Description: SI is seeking a long-term, full-time Senior Learning Advisor to provide technical support on this anticipated 5-year initiative. The position is to be based in Dar Es Salaam throughout the duration of the contract.
**Please note: This is a local position. Only candidates with Tanzanian citizenship will be considered.**
  • Responsible for facilitating strong collaboration, learning and adapting practices in USAID/Tanzania Mission business processes and throughout the program cycle.
  • Fosters strong collaborative relationships with key stakeholders, serves as a convener for dialogue and learning around emerging issues, assists in identifying and responding to key learning issues, and coordinates efforts amongst implementers working in common DOs.
  • Supports the development and implementation of a learning plan that outlines key learning questions, stakeholders and their roles, and broad stakeholder engagement at multiple levels.
  • Undergraduate degree or higher in field related to organizational learning or development assistance such as public, business or development administration; knowledge management; political science; economics or development studies.
  • Minimum of 7 years (or 5 years of experience with a graduate degree in one of the abovementioned relevant fields) of demonstrated experience in strategic planning, project design, learning, and knowledge management, including experience in applying learning to improve development programs and systems change for adaptive management of development organizations or agencies.
  • Fluency in written and spoken English required. Kiswahili language skills are desired.
