Job description
D-tree International is a non-profit organization dedicated to improving the quality of health care available to the world's poor by using hand held technology to provide accurate and effective point-of-care diagnosis and treatment. Our vision is to equip frontline health workers with the tools they need to deliver first-class, evidence-based medical care to all patients. We are pursuing this vision by putting easy to use
guidelines for diagnosis and treatment on mobile phones for use by health workers. These applications guide the user through a series of questions leading to an accurate diagnosis and treatment for each patient.
The Zanzibar Program Manager supports both our community and facility based implementation for our mobile health projects in Zanzibar, Tanzania. The Manager primarily manages projects in Zanzibar, in particular the mHealth for Safer Deliveries program and ePartogram project, but also provides support to other D-tree initiatives. The position is based in Unguja, Zanzibar with frequent travel to implementation field sites and Dar es Salaam.
We seek a candidate who is motivated, interested in health care and technology, open to innovative ideas, efficient, eager to work hard, and a team player. The position will require working closely with health workers, district and clinic level supervisors, partner organizations and the D-tree team to implement programs. One of the key components of our projects is working closely at the national and district level to ensure real government ownership of these projects is achieved. Person must be comfortable in multiple roles ranging from field-based coordination and hands-on field work to high-level partnership building.
Job Responsibilities
Program management
  • Lead & Manage Zanzibar based office & staff (4 – 6 employees):
  • Oversee a diverse team to ensure program goals are met; support recruitment and performance assessment of staff
  • Manage grants across ZNZ portfolio, including general administration, information management, and budget monitoring and compliance for USAID and private funding sources.
  • Monitor and report on progress on all project objectives; ensure staff and partners are kept on track to achieve results
  • Develop application specifications including flowcharts, detailed protocols, and tools; test and refine phone applications
  • Coordinate community and facility health worker and supervisor activities
    • Create training packages and oversee training of community- and facility-based health workers
    • Deploy mhealth projects, including phone preparation, follow-up sessions, and troubleshooting
    • Implement and track progress on monitoring and supervision plans
  • Identify and implement community outreach and behavior change activities
  • Identify technical and programmatic problems and issues and act accordingly to solve
  • Develop and implement mixed methods program evaluations, including development of tools, oversight of data collection, and analysis.
  • Analyze and synthesize qualitative and quantitative project data
  • Report on processes, deliverables and objectives, including internally and externally (e.g., donor reports and publications)
Program development
  • Work with the Country Director (based in Dar es Salaam) and headquarters (US based) staff to design new projects and write proposals
  • Develop and adjust project strategies and work plans
  • Develop monitoring, supervision, and evaluation frameworks
  • Establish strategic alliances with other implementing organizations and donors to explore areas for collaboration and expansion
Partnership building
  • Present project highlights and results at meetings and forums/conferences
  • Foster effective working relationship with Government at all levels; collaborate on strategic planning and reporting activities
  • Communicate effectively through available forums at regional, district, ward and village level the position or/and role of D-tree International Tanzania
  • Represent D-tree to senior government officials/personnel and with NGO partners
Required Skills and Experience
  • Work experience: Minimum 5-10 years' experience in public health; experience coordinating health programs/projects required; experience working on mhealth initiatives preferred
  • Education: Master's degree in public health or related field
  • Proven experience in program planning, management, and report writing
  • Experience working closely with Ministries of Health to implement programs
  • Experience managing multi-cultural teams
  • Strong organizational skills and attention to detail
  • Experience developing and implementing monitoring and evaluation plans
  • Excellent written and spoken English and Swahili (preferred)
  • Experience with USAID funding (strongly preferred)
  • Exposure to mobile money systems (helpful)
  • Telephone/Computer: Familiar with use of mobile telephones and excellent computer skills
  • Must be able to work independently, multi-task, be proactive, and work under tight deadlines with minimal supervision
  • Ability to travel up to 30% of the time within Tanzania
