Scope of Work for GBV Evaluation Specialist (Consultant)

Since 1971, we have assisted governmental and non-governmental agencies, foundations, and the private sector by designing, implementing and evaluating programs in HIV/AIDS, sexual and reproductive health, population and family
planning, maternal and child health, infectious diseases, and gender. Futures Group has deep expertise in policy and advocacy, research and strategic information, health markets and private sector engagement, modeling and economic analysis, patient monitoring and management/HMIS, strategic consulting, and program management.

Futures Group is implementing Tathmini GBV, a project funded by USAID to evaluate a gender-based violence (GBV) program in Mbeya Region, Tanzania. The project, which began in February 2012 and continues until August 2015, is assessing program impact of both community interventions and health facility-based services. Futures Group is seeking the technical services of a GBV Evaluation Specialist to support the health facility-based component of the evaluation.
Technical services required: The GBV Evaluation Specialist will undertake the following activities:
  • Monitor routine data collection at the health facilities participating in the evaluation and provide technical assistance and training to health care workers in data collection and reporting
  • Guide analysis of the routinely collected facility-level data including data cleaning, specification of analyses, and interpretation of results
  • Conduct a health facility assessment at the evaluation sites including quantitative and qualitative data collection, data cleaning and coding, data analysis and report writing
  • Review and summarize findings from the health facility data for publication and translate results for policy and programs
  • Provide technical inputs to and reviews of draft Tathmini GBV documents on data collection, data management, analysis, triangulation, and interpretation of all data components of the evaluation
  • Prepare materials for and conduct dissemination activities in Tanzania including a national dissemination workshop to present study findings.
  • Participate in routinely scheduled project technical and management meetings via Skype, teleconference, or in-person.
Proposed timeline:
The consultancy timeline is November 20, 2014 – August 20, 2015. 

  • Advanced degree in public health, social sciences, epidemiology or a related field from an accredited university; master's degree minimum, MD or PhD preferred
  • Minimum 7 years' experience in research with public health applications
  • Demonstrated credibility as a leader on matters of GBV prevention and response program and policy research, analysis, use and dissemination in developing countries
  • Experience with GBV service delivery at various levels of the health care system
  • Demonstrated skills in program research, participatory methodology, data analysis, and communicating research findings to both technical and non-technical audiences
  • Familiarity with the Tanzanian health care system and political, social, economic, and cultural context of working in Tanzania
  • Ability to work with the project team in Dar es Salaam and in Mbeya region; capacity to work virtually with team members outside of Tanzania
  • Experience and demonstrated proficiency in team work and team management
  • Proficiency in data analysis using SPSS highly desirable
  • Strong interpersonal, technical writing, presentation and organizational skills
  • Fluency in Kiswahili and English, written and verbal
