PSI seeks entrepreneurial, dynamic candidates with significant technical expertise in social marketing and total market development for the position of Technical Advisor Monitoring & Evaluation for an anticipated USAID Social Marketing Project in Tanzania. This position will be based in Dar es Salam reporting to the Director of Research

What we are looking for:

PSI Tanzania knows how to make strategic decisions, often based on large pieces of research. However, with the integration of new ICT (information, communication technology) approaches, the potential visibility into programs will increase exponentially. The integration of ICT could potentially change the way we do business and lead the platform into making more timely, rapid decisions in a more iterative program improvement process. The M&E TA will be a critical team member in that process.
What you will do:
  1. Drive the use of data for decision making
  2. Innovate new ways to look at our data to make quick and timely decisions
  3. Build the capacity of PSI teams and sub-partners to make decisions based on real-time data
  4. Develop tools for managers at all levels to gain visibility into the programs
  5. Analyze market opportunities
  6. Manage the market analytics and consumer insights annual research plans and budget
  7. Generate insights on market dynamics and trends including universe of need (category potential), market size, segmentation, and willingness to pay
  8. Identify and implement tools to track brand and product performance over time
  9. In collaboration with the finance teams of PSI and sub-partners, conduct cost recovery analyses for products and services.
  10. In collaboration with graphic designer, develop data visuals for materials and presentations that clearly and accurately represent market trends to stakeholders.
  11. Manage program M&E framework and workplan:
  12. Support the M&E manager and Director of Research to manage the overall implementation of the Monitoring and Evaluation (M&E) policies, guidelines and procedures relevant to the project
  13. Enhance the M&E system to ensure efficiency, and relevance thereby contributing to increased sustainability of the program
  14. Develop, monitor and report against program indicators and M&E plan
  15. Prepare individual M&E reports, report summaries, and annual summary reports on M&E activities and results
  16. Prepare plans and work programs covering methodology development as well as monitoring, review, and evaluation of the project
  • A graduate degree in health, demographics or related field or equivalent experience in social, medical, or biological sciences.
  • Minimum five years of relevant developing country work experience; Sub Saharan Africa experience a plus
  • Demonstrated ability to build capacity of team members in M&E
  • Minimum five years of experience in monitoring, evaluation, and qualitative and quantitative research related to public health and large donor-funded projects.
  • Demonstrated experience and familiarity with data analysis tools and with system management databases.
  • Experience in the design, management, analysis, and dissemination of behavioral research and other strategic information in public health
  • Knowledge of PSI methodologies in research and marketing, communications and distribution
  • Knowledge of consumer marketing concepts and approaches
  • Working knowledge of public health program planning and implementation
  • Excellent verbal, written, and interpersonal skills
  • Good organizing, planning skills with attention to details
  • Ability to handle heavy workloads and meet deadlines as required
  • Self-starter and ability to work with minimal supervision
  • Good computer skills (Word, Excel, Powerpoint)
  • Ability to work efficiently and quickly in a fast paced environment
