Job Purpose:
* The HR Officer’s primary purpose is to deliver effective day-to-day HR support to the organization in country, as well as to execute Managed Services Transition and Transformation plans and activities.
* This role is predominantly focused on establishing and implementing Ericsson HR Administrative and Governance processes and tools, and compensation and benefits practices, to enable effective integration of employees acquired into Ericsson through Managed Services deals.

Duties and Responsibilities:
* Ensure the delivery of professional human resource services to support business operations on human resources matters.

* Handle full recruitment process in country from screening, interview coordination offers to on-boarding and orientation of new employees.
* Ensure that administration of local human resources policies and practices within the country are in accordance with Ericsson HR policies and local legislation.
* Work closely with the HR Business partner, HR SME and/or Hub HR Generalist in enabling delivery of human resources projects aiming to improve the overall human resources impact within the country.
* Ensure the achievement of HR service delivery excellence through implementation of Ericsson HR policies, processes and tools.
* Act as an in-country point of contact for the business on all HR operational matters.
* Perform all HR Administration including leave, correspondence, record keeping, benefit administration, payroll preparation, terminations, etc.
* Employee and industrial relations.

Necessary Qualifications:
* Bachelor’s degree or equivalent in a related discipline an/or recognition of prior learning required.
* 5-7 years HR generalist experience required.
* Demonstrated HR knowledge and experience across all areas of the discipline (e.g. employee relations, recruitment, performance management, learning and development, talent management, change management etc.)
* Experience in the Telecommunications sector an advantage.

The role
In this role you will report to Country Director Oxfam Ireland. You will manage Oxfam’s pastoralism strategy and, along with local civil society partners, you will develop, implement and monitor projects that contribute to the strategy. You will work with other Oxfam staff and its partners to ensure that the operational strategy and programme for pastoralism is in line with the overall country, economic justice and gender strategy for Tanzania and in line with Oxfam programme standards. You will promote the pastoralism strategy among Oxfam staff and partners to ensure comprehensive support and ownership, develop a funding framework for the strategy that includes financial contributions from different sources and identifies gaps where additional funding is needed and managing funding contracts for Oxfam Ireland’s pastoralism programme. The person
The successful candidate will have a proven commitment to social change and a good understanding of the policy and other issues affecting the lives and livelihoods of pastoralists in Tanzania; a relevant qualification in dry lands management, livestock sciences, law, development studies or social sciences; 3 years relevant experience in the development and management of pastoralist livelihood strategies and programmes at national level including strategic planning and management, mainstreaming of gender, HIV&AIDS and active citizenship, monitoring, evaluating and learning, budgeting and financial management; Experience in the provision of capacity building support to partner NGOs and CSOs , A proven track record of successfully developing proposals and securing funding from institutional donors, Fluent written and spoken English and fluent written and spoken Kiswahili. Asylum Access is a US-based international non-profit organization dedicated to making refugee rights a reality in Africa, Asia and Latin America. Asylum Access achieves this mission by providing pro bono legal information, advice and representation directly to refugees in their first countries of refuge, and by advocating for the rights of refugees worldwide. Asylum Access Tanzania is the Tanzania office of Asylum Access and predominantly serves urban refugees in Dar es Salaam. AATZ envisions a world where refugees are seen as people with rights, not just people with needs. AATZ believes that by empowering refugees to assert their human rights, it can support the creation of effective, lasting solutions for refugees around the world.
Refugees United (RU) is an independent, non-political, non-religious NGO dedicated to helping refugees reconnect with missing family members and friends completely free of charge. To this end, RU has developed an on-line tracing tool and database at www.refunite.org, where users can create a profile and conduct a family search. AATZ and Refugees United have formed a partnership to promote the services of both organizations through a joint project. AATZ is therefore soliciting applications for the position of RU Fellow to assist with the implementation of this project.

RU Fellow Job Description
This is a full time position (Monday – Friday, 8:00AM to 5:00PM) that may require occasionally work during evenings or weekends. In the long-term future, the position may require occasional travel to refugee camps. The salary is non-negotiable: $150 U.S. per month. The position will be reviewed at the end of 2 months to determine whether the position will be increased or reduced.

Core Duties
The following is a list of core duties an applicant must be able to perform in order to meet minimum qualifications for this position:

1. Create RU Profiles
a. Discuss risks and benefits of RU profile with clients without unduly pressuring clients to use the service
b. Keep accurate logs and take responsibility for printing or revising logs as necessary
c. Plan and schedule RU profiles consistently to meet weekly and monthly project goals
d. Learn to create profiles using the RU website in Swahili, English and French (with the aid of a translated screenshot, if necessary)

2. Attend all Outreach Events
a. Assist with administrative duties related to outreach events, such as participant registration, check-in, check-out, and RU profile creation.

3. Monitor Refugee Resource Room
a. Be available to assist refugees using resources, such as computers, phones, reference books…etc., in the Refugee Resource Room.
b. Monitor refugee resource use and enforce AATZ resource use policies to minimize theft, damage and inappropriate use of resources. Ensure all resources are locked securely in the office safe at night.

4. Set up Refugee Resource Room
a. Assist with price negotiation and purchase of furniture, electronics… etc.
b. Assist with organizing the tracking of all purchases: keep accurate receipts and update Budget Tracking spreadsheets
c. Assist with electronics set-up, software installation

Preferred Duties: Dependent Upon Experience
The following is a list of duties which AATZ would prefer an applicant be able to perform. These preferred duties will be assigned to the RU Fellow only if the individual has the skills and experience necessary:

5. Assist with Planning
a. Assist in the creation of a step-by-step plan to fulfill existing project agreement requirements.
b. Participate in planning sessions to identify best practices and new outreach opportunities.
c. *Note: New ideas are welcome, however, a commitment to meeting the requirements of the existing project agreement with RU must take priority.

6. Assist with Expense Tracking
a. Take responsibility for training and reminding all AATZ staff to obtain receipts for all project purchases, and to fill out required forms
b. Input receipt amounts into Budget Tracking Spreadsheets
c. Draft and update Budget Tracking Spreadsheets for monthly reports

7. Assist with Project Management
a. Assist with recruiting, training, and managing of Refugee Ambassadors Team. This team will be a group of refugees who will spread news of RU and AATZ services to other refugees in camps or Dar es Salaam.
b. Take responsibility for communicating weekly with individual ambassadors by phone, and assisting them with problems and concerns
c. Be able to motivate and organize the team of ambassadors by leading or mediating monthly group meetings
d. Ideally, will have existing permit to access the refugee camps and willingness to occasionally travel to camps to organize and monitor Refugee Ambassador Team activities.

8. Reports
a. Assist in the drafting of sections of monthly report to RU and Asylum Access Headquarters in San Francisco.
b. Potentially take over the role of RU Project Manager in the future (6-12 months)

9. Know Your Rights Training
a. Applicants with a legal background may assist AATZ staff with training Refugee Ambassadors on legal topics, such as International Refugee Law, Tanzanian Refugee Law, Refugee Rights and Obligations, UNHCR and MHA policy…etc.

Required Competencies
1. Excellent English and Swahili language skills: Must be able to communicate clearly with both AATZ Staff and refugee clients.
a. Additional language skills in French are strongly preferred. Lingala, Kirundi or other African languages would be useful as well.

2. Comfort using computers: Must be able to use Microsoft Word, and Microsoft Excel to create and update project logs and expense tracking documents, and to assist refugee clients in the Resource Room. Must be able to use Outlook to regularly communicate by e-mail.
a. High degree of proficiency preferred, however, AATZ will consider applicants with a willingness and ability to learn quickly. AATZ may be willing to purchase educational software to assist RU Fellow in learning Word and Excel, and to increase typing proficiency.

3. Outstanding Organizational Skills: Must be able to keep track of scheduling, receipts, profile logs and other tasks as necessary. Must be able to assist with planning outreach events. Must be a self-starter who observes tasks that need to be completed and completes them without waiting to be told.

4. Must interact with emotionally distressed refugees while keeping a calm, professional, and patient demeanor.

This position will report directly to the RU Project Manager, and also report to the Legal Services Coordinator and Country Director as necessary. This position may, in the future, also involve taking a leadership position: recruiting, training and managing the Refugee Ambassador Team.

The Clinton Health Access Initiative (CHAI - formerly the Clinton HIV/AIDS Initiative) under the leadership of former President William Jefferson Clinton III has worked since 2002 to reduce the pricing of HIV/AIDS medicines and tests, and to work with governments around the world to further turn the tide on the disease by building the systems needed to deliver care and treatment.

In seven short years, President Clinton and the Clinton HIV/AIDS Initiative have made a substantial impact in the fight against HIV/AIDS. This includes seven breakthrough price reductions for drugs and diagnostics. Today, more than two million people living with HIV/AIDS are on lifesaving treatment using medicines purchased under CHAI agreements with manufacturers.

This includes two out of every three children who are on HIV/AIDS treatment. CHAI's greatest work is as a trusted partner to national governments whose efforts have made possible tremendous gains in HIV/AIDS services and public health.

In addition to programs focused on HIV/AIDS, CHAI has expanded in recent years to assist efforts to fight malaria, lowering the prices and improving access to malaria medicines.

CHAI has also worked with a number of governments on improving the underlying systems needed to deliver comprehensive health care. Given CHAI's expansion and growth, on December 10th, President Clinton announced that the Clinton HIV/AIDS Initiative will become the Clinton Health Access Initiative (CHAI).

Since 1 January 2010, it became a separate non-profit organization under President Clinton's leadership as chairman of the board of directors. This change recognizes the expanded role CHAI has played for some time in strengthening health systems broadly while still playing a leading role in HIV/AIDS.

CHAI's collaboration with the Government of the United Republic of Tanzania started in 2003 when a team of volunteers with business and public health expertise to elaborate a business plan for HIV/AIDS Care and Treatment. This was then adopted by the Tanzanian Cabinet to be the national Care and Treatment Plan 2003-2008.

This marked the beginning of a very successful partnership that saw CHAI become a close and trusted partner of the MOHSW.

In the 7 year collaboration CHAI supported the MOHSW to initiate and successfully implement very challenging initiatives such as the:
• The National care and Treatment Plan (NCTP) 2003-2008
• The Mkapa Fellows Programme to recruit, train and deploy health workers to rural districts with severe shortage of human resource for health.
• The rural initiative for HIV/AIDS Care and Treatment to provide access to ART for people living in areas
• Expanding access to pediatric HIV/AIDS care and treatment through commodity donations (UNITAID) and programmatic technical support
• Scaling up universal coverage of Prevention of mother to child transmission of HIV (PMTCT) using more efficacious regimen recommended by WHO instead of the less effective single dose nevirapine (sdNVP)
. • Piloting a subsidy for effective malaria treatment using artemisinin combination therapy (ACT) in the private sector

The success of CHAI in Tanzania is partly though its ability to work with the MOHSW at the national level to address policy and strategic issues while at the same time supporting to build capacity of local government health authorities to implement and/or sustainably scaling up these initiatives.

Based in Dar es Salaam, the Director of Programs will work with the Country Director and CHAI staff to ensure the overall success of the CHAI in Tanzania.

The Director of Programs will help coordinate and support CHAI's team on the ground to achieve the Program's objectives, and forge stronger relations with the Ministry of Health, other government agencies and partners.

Responsibilities:
• Oversee all aspects of program management including planning, budgeting, implementation and reporting
• Oversee and coordinate Program Manager Functions of program staff managing and problem solving
• Provide strategic and managerial program direction and oversight to programs, with technical orientation from Program Directors/Managers; support CHAI's programmatic teams to achieve program objectives
• Plan and execute specific programmatic initiatives, as well as support the team in doing so

• Responsible for all the financial functions including formulation of appropriate strategies of the business to achieve its goals.
• Manage the annual budgeting process.
• Keep the Board informed of all matters of the business’s performance on key financial metrics.
• Apply insight and understanding to the financial performance and contribute pro-actively to the strategic and day-to-day commercial decision making process, drawing attention to important opportunities that will maximise profits and minimise risk.
• Institutionalizing a culture of rigorous financial analysis for the purpose of supporting major business decisions.
• Ensure that all financial matters are undertaken in accordance with Generally Accepted Accounting Principles, the group’s accounting policies and all other applicable regulatory guidelines.
• Control the operating expenses and the capital expenditure programme to ensure adherence to budget limits and relevant authorisations.
• Ensure that the annual accounts of the Group are prepared in a timely and accurate manner.
• Take a Leadership role in fund raising and financial institutions relationships.

• Accurate and timely management reports (including management accounts).
• Regular and effective cash flow planning.
• Timely preparation of budget.
• Efficient budgetary control and feedback.
• Cost minimisation programs.
• Adherence of terms of lenders .
• Timely and accurate published accounts.
• Regulatory compliance; efficient internal control processes.
• Analytical support to all departments.
• Deployment of an effective MIS/ERP system.
• Team development.

Ideal Experience & Attributes:
* 10+ years experience in senior finance / accounting positions, ideally as CFO of a similar sized business / financial controller for a similar sized division.
* Experience of implementing and using advanced management information / ERP systems and producing detailed KPI reporting for stakeholders (ideally with the Navision system).
* Experience of managing complex supply chains, a diverse distribution network and optimising significant inventory levels.
* Emerging market and especially East African experience would be an advantage.
